US President Joe Biden has said he has no plans to meet with Russian leader Vladimir Putin, but is willing to talk to him. He stipulated that Putin would have to show interest in ending the war in Ukraine, and the talks would be preceded by consultations with NATO allies.

– I have no immediate plans to contact Mr. Putin. (…) But I am ready to talk to him if he is really interested in deciding that he wants to find a way to end this war. He hasn’t done that yet,” Biden said during a press conference after meeting with the president France Emmanuel Macron.

He stipulated that he would meet with the Russian president after consultations with “friends from FOR THIS“I’m not going to do this alone,” he said.

“Meanwhile, it is absolutely critical to support the Ukrainian people,” he added.

Macron: We will be with the Ukrainians to help them build peace

In turn, the French president, referring to the prospects for peace negotiations, praised Ukrainian President Volodymyr Zelensky’s readiness to hold talks on the basis of his 10-point plan and ruled out that France would put pressure on Ukraine to sit down to talks in the future.

“When the moment is right and under the conditions that the Ukrainians will set, we will be with them to help them build peace,” Macron said.

According to both leaders, Ukraine was the main topic of talks at the White House. Earlier in an interview with ABC, President Macron announced that he intended to hold a talk with Putin in the coming days, but before that he wanted to discuss it in detail with President Biden. He also assessed that negotiations with the Russian president were possible, despite the fact that he made a huge mistake by starting the war. Macron announced that he intended to raise the issue of the safety of the nuclear power plant occupied by Russia in a conversation with the Russian leader.

US and French presidents on holding Russia accountable

In a joint statement issued after the meeting, the US and French presidents underlined, among other things, their determination to hold Russia accountable for war crimes and atrocities committed by both regular troops and other allied forces, such as the Wagner group (a private military company associated with Kremlin – ed.).

Macron and Biden also declared that they would continue to support Ukraine, both militarily and economically, especially in the face of Russian strikes on Ukrainian civilian infrastructure. A special conference of countries supporting Ukraine, planned for 13 December, is to be organized by France.

The US president said that both countries are particularly focused on accelerating the delivery of air defense systems.

American IRA Act

Another key topic of the presidents’ talks was the issue of the American Inflation Reduction Act (IRA) and the subsidies contained therein for the production and purchase of electric vehicles in the USA. Prior to the meeting, Macron claimed the regulations were a threat to European industry and could undermine the unity of the West.

Biden during the conference said that while he “will not apologize” for the US accepting the largest package of investments in the fight against climate changeThe IRA has acknowledged that there may have been unintended “glitches” with such a large bill. He also stated that the US does not intend to pursue a green transformation “at the expense of European industry”.


“There are amendments we can adopt that will fundamentally make it easier for European countries to participate,” Biden said. “When I wrote this bill, it was never intended to exclude those who work with us,” he added.

Prior to the meeting, the US administration consistently suggested that Europe’s concerns on this issue were a consequence of a misunderstanding of the IRA’s regulations.

Biden and Macron also discussed cooperation in the field of nuclear energy, climate change, technology and ecology.

First visit with full ceremony

Macron’s visit is the first state-level visit – i.e. with a full ceremony and state dinner – since the beginning of Biden’s presidency. According to the Elysée Palace, Macron gave the US president, among other things, a vinyl disc with the soundtrack from the film “A woman and a man”, which the Bidens were supposed to watch on their first date. Jill Biden in turn, received the novel “Madame Bovary” by Gustave Flaubert and “The Plague” by Albert Camus, and vice-president Kamala Harris – a model of the French Ariane 5 space rocket. Biden presented the President of France with a replica of the White House mirror, made from a fallen tree on the premises of the White House, and a vinyl record with a copy of Thomas Edison’s phonograph patent.

Macron began his visit on Wednesday, meeting, among others, congressmen of both parties. The two presidential couples also met at an informal dinner at an Italian restaurant in Washington. In the evening at the White House, Biden will host a gala dinner in honor of the guest, to which 400 people were invited.
