A draft resolution on a tribunal for Russia is circulating at the UN, The Guardian reports.
The British newspaper The Guardian reports that key people in the administration of US President Joe Biden are beginning to support the idea of establishing a special tribunal to investigate war crimes committed after Russia’s invasion of Ukraine and the role of the Russian leadership in this war.
The newspaper noted that the US was initially skeptical about such an idea, but significant efforts by Ukrainian leader Volodymyr Zelensky, who is actively lobbying for the creation of the tribunal, have caused many key players in Biden’s entourage to reconsider their position.
US Ambassador for Global Criminal Justice Beth van Schaack said this week: “This is something that the Ukrainian president is very concerned about. This is what the people of his country want, and I think it will make a difference.”
Earlier, she emphasized that the International Criminal Court has jurisdiction over Russian President Vladimir Putin, and the ICC itself has launched an investigation into war crimes committed on Ukrainian territory.
The Ukrainian leadership believes that the ICC will only be able to prosecute specific war criminals, not the Russian leadership, and is pushing for the creation of a separate court.
