Soon new solutions for the housing market. Minister Buda lifted the veil of secrecy: We have seven of them
The head of the Ministry of Development and Technology announced during the Internet broadcast of “Rzeczpospolita” that in January he would present a new package of solutions concerning elements “which are a certain problem on the market”.
“The first are financial institutions that buy apartments, the second are vacant buildings, the third is occasional rental. These elements must be solved; plus, of course, buying apartments”
– pointed out Waldemar Buda. He explained that he meant both funds and those who buy premises wholesale, “even in a private sense”, “i.e. a private person has the 7th, 10th, 11th apartment”.
He said that solutions will also apply to technical conditions“or how to build today in Poland”.
“We have collected it, we have described it, we have seven solutions that will reduce pathologies also in the so-called pathodeweloperce”
He pointed out that the ministry is also looking at the phenomenon of the so-called flipping. “The question is whether this should be regulated at the level of developer contracts, because these are often developer contracts from the primary market” – he pointed out.
Lots of changes in January
Minister Buda emphasized that the ministry sees these pathologies. “We see a number of patdeweloperki, i.e. technical building rules. I have also prepared solutions in this area. January will be hot in this respect” – he said.
The head of the Ministry of Agriculture and Tourism pointed out that he would not like the regulations on the size of apartments to be circumvented.
“I would like flats not smaller than actually 25 square meters to be built – and there are so-called investment flats, where they are treated as service premises and, for example, 15 square meters are proposed and this is very bad”
– emphasized the head of the Ministry of Agriculture and Tourism.
When asked about the possibility of introducing a cadastral tax, he replied: “No, we absolutely do not take it into account.”
Buda also indicated that “in the next steps, he will present solutions regarding the lease.” He drew attention to “the record number of council flats built in 2022”.
“We have increased the subsidy to 85 percent (in relation to – ed.) municipal housing”
– he said. He added that in the past, “2-3,000 of them were built, now 8-10,000 are being built.”
As he stated, “local governments are to build cheap apartments for rent”. “The machine is accelerating,” he said.
According to Minister Buda, “in principle, any willing local government will be able to build a communal apartment”.
