The tragedy happened from Saturday to Sunday in the party district of Itaewonwhere tens of thousands of people enjoyed Halloween. In a steep, narrow street people trampled each other in panic, many suffocated. According to the latest data, 154 people have died, and the balance could increase further as 33 people are in serious condition. Police statement

– It was predicted that a large number of people would gather at this place. However, we did not anticipate that it would lead to a large number of casualties, said Hong, who heads the Public Security Office of the South Korean National Police.

According to Hong, the number of people playing at Itaewon was similar or slightly higher than in previous years. “I was informed that the police on the spot had not detected the sudden increase in the crowd,” he told reporters.

The police official admitted that there were no separate crowd control measures in place in the narrow street where the tragedy occurred. – The police do not have any set of guidelines for situations where large numbers of people gather at events without a specific organizer – he added.

Could the tragedy have been avoided?

Earlier, there were voices in the South Korean media that the tragedy could have been prevented or reduced in scale.

However, Interior Minister Li Sang Min said on Sunday that the rally in Itaewon “was not of particular concern” and the accident could possibly not have been avoided by sending more policemen and firefighters to the scene, the Korea Herald reported.

South Korean Prime Minister Han Duk Su promised on Monday conducting an in-depth investigation on the events in Seoul. It was the most tragic crowd panic event in the history of the country.

National mourning is in force until Saturday in South Korea.
