The PiS amendment was adopted to temporarily (until April 30, 2023) suspend the ban on the sale of lignite and the penalties for placing such fuel on the market, and not to punish (also temporarily, until April 30, 2023) for breaking anti-smog resolutions in relation to lignite. The amendment introduces changes to the Environmental Protection Law and the Act on the fuel quality monitoring and scrutinizing system. The current regulations in the fight against smog prohibit the sale of lignite to households.
On Thursday, the Sejm passed an act on programs supporting companies in connection with electricity and gas prices. The act stipulates that the government may – by way of a resolution – adopt an aid program for entrepreneurs. It is also the government that will define entrepreneurs entitled to receive aid under a given program, the forms, criteria, conditions and period of granting it, as well as the method of calculating the amount and maximum amount of aid, the scope, date and manner of submitting applications for granting aid, as well as the rules and deadlines for its settlement. .
The source of financing support programs for entrepreneurs is the financial surplus accumulated in the Indirect Emission Costs Compensation Fund (FRPKE) and funds from a loan from the state budget in the amount of PLN 5 billion in 2023.

The justification of the draft stated that some energy-intensive companies are forced to suspend the production of their products because its costs exceed the market price due to very high energy prices. Support from government programs for rising energy and natural gas prices is intended to allow companies to “maintain liquidity, profitability, jobs and production capacity at the most difficult times.”
