Russia, aggression against Ukraine. The Kremlin is preparing a second wave of mobilization – an analysis of the HEIs

The mobilization carried out in Russia did not bring the desired results. As the American Institute for War Studies writes, citing the Russian opposition and media, the Kremlin is preparing a second wave of mobilization.

President of Russia Vladimir Putin Most likely, it is preparing the conditions for the continuation of the clandestine mobilization, analysts say. This is to prove that the current conscription has not resulted in sufficient forces to achieve the Kremlin’s maximalist goals in Ukraine – evaluates HEI in the latest report.

He points out that Putin’s declarations about a successful and completed mobilization are contrary to the law he signed allowing for the conscription of those convicted of serious crimes. Permitting the recruiting of punishments may indicate that Putin is trying to prevent social tensions.

Putin “constantly faces the problems of gathering strength”

The Russian opposition and the media report that the Kremlin and Russian business are preparing for the second wave of mobilization by modernizing military replenishment commissions and compiling lists of recruits.

Experts remind that the governors of the Rostov, Kursk and Voronezh regions had previously mentioned the second wave of mobilization. There is also information about men who received summons to the army for 2023.

It is not known whether the Kremlin will focus on secret mobilization or start another wave of it, but the law on the conscription of criminals signed by Putin shows that Russia is constantly facing problems with gathering forces during its military campaign, analysts point out.

ISW also writes that the Russian army is trying to use those mobilized to resume the offensive in Donbasbut is unlikely to achieve great operational successes.
