The ministry explains that the report “is a detailed two-sided roadmap to lead to the construction of six large-scale reactors based on American technology“.” It also creates a framework for strategic cooperation between the US and Poland in the field of civil nuclear energy. The report fulfills the obligation resulting from the Polish-American intergovernmental agreement on cooperation in the field of civil nuclear energy signed in October 2020“- it was informed.

– In order to prepare the report, the American companies Westinghouse and Bechtel conducted detailed studies of the adaptation of the AP1000 technology to the expectations of the Polish Nuclear Power Program and Polish Nuclear Power Plants as an investor in the construction of a nuclear power plant in Poland. The final version of the report was thoroughly assessed by experts and recognized as complete by a bilateral steering committee chaired by Deputy Minister of Climate and Environment Adam Guibourgé-Czetwertyński and Secretary Andrew Light of the US Department of Energy – added.
An atom free from Russia’s influence
The American energy secretary Jennifer Granholm, quoted in the announcement, emphasized that the report constitutes a “significant step” towards the development of a civil nuclear industry in Poland, which does not emit carbon dioxide and will be another European source of energy free from Russian influence.
This project can provide Poles with the safest, most advanced and reliable nuclear technology.
I hope that Poland will choose a partnership with the USA
so that Poles can receive the safest, most developed and most trustworthy technology available. I see this project as a foundation to facilitate civil nuclear power application and joint research Granholm said.
In turn, the head of the Ministry of Climate and Environment, Anna Moskwa, noted that Poland appreciated the cooperation with the US, based on the intergovernmental agreement signed in October 2020, which led to the finalization of the conceptual and executive report. – The report will be taken into account by the government of the Republic of Poland when making key decisions regarding technology this fall. The use of nuclear energy in Poland will significantly contribute to the reduction of the amount of emissions emitted, social and economic development and increase the energy security of our country, which is the highest priority due to the Russian invasion of Ukraine – she pointed out.
In turn, in the opinion of Ambassador Marek Brzezinski “Poland will not find better partners than Westingouse and Bechtel“This exhaustive report reflects the American commitment to Poland’s energy security and may begin an intensive development of multidimensional strategic relations in the field of security and economy,” said the ambassador quoted in the Ministry of Culture’s communiqué.
At the end of August, the president of Westinghouse, Patrick Fragman, informed that the American offer for the nuclear power plant should reach the Polish government in the next few days. He then indicated that it would be comprehensive and complete. Not only with the technological and industrial part, but also with the financial one.
The American offer is to build Westinghouse AP1000 reactors. Four such blocks are in operation in China, and two are to be launched in the US in the coming months. China plans to build another four such blocks.
According to the Polish Nuclear Power Program, Poland plans to build modern, but proven and large PWR-type reactors. The Polish Energy Policy until 2040 assumes that in 2033 the first block of the Polish nuclear power plant with a capacity of approx. 1-1.6 GW will be put into operation. Subsequent blocks will be implemented every 2-3 years, and the entire nuclear program provides for the construction of six units with a capacity of up to 9 GW. The Polish government expects that the partner in the nuclear program will also take up 49 percent. shares in a special company, will provide adequate financing and will participate not only in the construction but also in the operation of nuclear power plants.
In October 2021, a preliminary, non-binding French EDF submitted an offer to build 4-6 EPR reactors. In April 2022, the Korean KHNP submitted a technical and financial offer for six APR1400 reactors.
