NABE may not be in place by the end of this year

We wrote that the creation of NABE will be delayed, and one of the problems is difficult talks with bankswhich in previous years granted loans and collateral to energy companies, incl. for the construction of coal blocks. But that’s not all. Our sources also say that so far, commissioned as part of the coal asset valuation process are far from the expectations of energy companies. – It requires further analysis. In such a situation, the completion of the entire process as planned, i.e. by the end of this year, is unrealistic. The delay may reach several months, at least until the end of the first quarter of 2023. – explains one of our interlocutors.
The Ministry of State Assets, headed by Jacek Sasin, assures that the process is coming to an end.
– At the moment, the project is being implemented and all its stages are close to being finalized. The Ministry does not identify threats to its finalization, and for the above-mentioned reasons, the finalization of the project may be slightly postponed. NABE will be established in the first quarter of 2023 at the latest. – this is how the MAP press service replied to our question on this matter.
They added that the NABE project is “one of the most comprehensive projects implemented in Poland power sector“. – It requires a number of activities and arrangements to be carried out in parallel, in particular, obtaining social approval for the transformation process, internal reorganization of coal assets, obtaining bank financing, obtaining approval from the European Commission for compliance with the rules of public aid, preparation of transaction documentation. In such extremely complex projects, there are many internal interdependencies between the various stages of work, i.e. may cause slight shifts in the project completion schedule – added the press office of the ministry.
NABE is to take over 73 coal-fired power units owned today by PGE, Tauron, Enea and Energa. In addition, the lignite mines owned by PGE (Bełchatów and Turów) will be transferred to the Agency. Thanks to this, energy companies will be able to obtain financing for transformation, including investments in renewable energy.
