Jaworzno Power Plant. Rafako stopped repairing the new unit, and Tauron took over the replacement contractor

Rafako has ceased repair work on the newest power unit in Poland with a capacity of 910 MW in Jaworzno, Tauron has commissioned a replacement – PAP Biznes has learned. Tauron confirms this information and states that the group’s priority is to restore the unit to work as soon as possible, and that the implementation of the works carried out is not at risk.

“The priority of the Tauron group is to restore the 910 MW unit to operation as soon as possible. After Rafako ceased to carry out repair work, Tauron commissioned a replacement contract to make it possible to meet the deadline for restarting the block. So far, approx. 80 percent of necessary works have been completed, to start the block “- Tauron press office reported in a statement sent to PAP Biznes.

“The works are carried out on the basis of the repair technology approved by UDT (Office of Technical Inspection – ed.) and are designed to restore the surface of the boiler hopper pipes to the best condition. These are preventive actions aimed at avoiding a possible failure “- added.

The new block in Jaworzno is currently not working

The 910 MW unit in Jaworzno, built at a cost of over PLN 6 billion, was delayed in November 2020. In June 2021, it was shut down due to faults that have been repaired since then by contractors from the Rafako-Mostostal Warszawa consortium. The unit was restarted at the end of April 2022. The block is in a transitional period – the phase of tuning, testing and optimization, which was supposed to last until the end of October.

Currently, the unit is not working, the unit has been temporarily shut down due to the need to carry out a full cleaning process of the boiler and slag remover. The stop was to last – according to earlier announcements by Tauron – until August 29. At that time, the contractor, Rafako, was to carry out work aimed at removing defects in the boiler funnel. Rafako’s CEO, Radosław Domagalski-Łabędzki, in an interview with BI Polska, assessed that the shutdown of the block is the result of coal parameters that do not comply with the contract. Earlier, Tauron assured, among others, that the block has advanced systems for detecting contaminants contained in the fuel, and the coal meets the criteria.

Tauron talks about “business blackmail”

“We unequivocally estimate that Rafako’s current activities are in line with the long-term business blackmail and are aimed at forcing Tauron to withdraw from the contract, and consequently resign from bank guarantees for investments in the amount of PLN 600 million,” Tauron said.

“In the opinion of the Tauron Group, the actions of Rafako are dictated by the particular and selfish interest of the company and its managers,” the company added.

The Tauron Group ensured that it has the necessary knowledge, competences and experience to complete all the work independently and then run the unit.

“We also do not intend to become part of the incomprehensible political and business game played by Rafako,” the Tauron press office reported.

Rafako’s mediation with Tauron

On August 10, Rafako and the company Nowe Jaworzno Grupa Tauron (NJGT), operating a new power unit in Jaworzno, started mediations before the General Prosecutor’s Office regarding the development of a new schedule for the end of the transition period, after which the 910 MW unit in Jaworzno will operate in an optimal configuration.

Rafako is ahead of the possible acquisition of the company’s shares by MS Galleon, a company owned by Michał Sołowow. One of the terms of the contract is the contract settlement in Jaworzno.
