According to RUSI, even the deputy commanders of individual types of armed forces learned about the plan of invasion and occupation of Ukraine only a few days before the attack, and tactical military units received orders several hours earlier.

Documents show that Russia planned to take over Ukrainian power plants, airports, water supply networks, central bank and parliament and that Russian special services were to kill Ukrainian leaders. As RUSI points out, the plans seemed to call for Ukrainian government officials to “either flee or be captured in a swift invasion.”

The invasion plans were supposed to include actions regarding Ukrainian nuclear power plants, the seizure of which was supposed to provide shelter to Russian troops, give control over Ukraine’s energy system and potentially blackmail European countries with the risk of nuclear contamination.

According to the think tank, Russia planned to launch the invasion with massive missile and air strikes against Ukrainian military targetsbut there were no plans to hit critical infrastructure such as power plants and railroads as they were crucial to her plans to take the country.

In addition, lists of members of the Ukrainian authorities and officials were drawn up, which were divided into four categories: those to be killed, those to be intimidated, those considered neutral, those who should be encouraged to cooperate, and those who are ready to cooperate.
